Dermatitis is defined as any inflammation of the skin and can show itself in a variety of ways.  Technically a burn is a dermatitis.  This image is of the hind cannon bones with what I call “The Crud.”  The hair falls out and the underlying dermis (outer layers of the skin) becomes crusty and rubs off.  It is not on the front limbs so I don’t think it is something in the grass or moisture of the pasture causing an allergic reaction - that would affect all 4 limbs.  A common reason for this is from sprayed during contacting the skin in this area causing this inflammation.  Daily cleaning with an iodine based soap would help this horse.
