This vet is disconnected from the horse and is relying on him not to suddenly spook. This is a disregard of Law 1, 2, and 3. He will one day become hurt.

The chain is passed either over the nose or through the mouth like a bit. On occasion some people place the chain under the upper lip and over the gums of the upper incisors. This acts like a twitch and immobilizes most horses. You should be trained in the proper techniques of using a chain lead so the horse is not injured.

Cross ties are another way of applying a direct connection to the horse though it is not a connection to you. It does, though. Provide a degree of safety when working on a horse that is far safer than no halter and lead. That said, you must remain vigilant to the horses as I know of many people severely injured by a horse in cross ties.
Lead ropes and halters should be at every stall for immediate use and not in a special room at one end of the barn. This said, this farm has a wide assortment of halters for the rapidly growing foals and that is good.

While there is a physical connection with the halter and lead, there is no leadership connection. The horse has the mechanical advantage and is pulling away from her while there is no mechanical advantage in her arm position. He is playing with her. Using a halter and lead is much more than the physical connection. It is the mental connection, the expression of leadership, the proactive positioning to establish an effective connection and the anticipation of what might go wrong and preempt that. This turned out well because he loved the contents of the tube but it could have easily gone badly with an injured person, a loose horse or both.
