Tail rubbing leaves bent and broken tail hairs. The tail doesn't itch but what is underneath the tail does itch.
Rubbing the tail - The hair at the top of the tail is frayed from this pony rubbing his butt. The itch is not on the tail but inside the anus. Clean the anus out with a wash cloth and warm water with soap then wipe with your finger a generous amount of hydrocortisone cream (off the shelf at your local pharmacy) into the anus. Another way to do this is to just squirt a generous amount of hydrocortisone cream directly into the anus plus or minus inserting one finger and distributing it evenly. Vaseline® will also work.
